Established in 2009 and based in Dubai's Knowledge Village, peter evans partnership provides specialist services in connection with claims
and dispute resolution across all sectors of  the construction and energy industries, in the Middle East and internationally

 

Lee Simões

Lee Simões

Lee Simões’ Middle East experience includes providing Expert Witness, Contract Advice, Claims, Arbitration, Cost Consultancy, and Project Management services. He has assisted high-level clients including governments, developers, contractors, and sub-contractors with advice covering evaluation of quantum for delay and disruption, claims preparation, disputed variations, and contract-administration matters, and he has been extensively involved in arbitration and litigation proceedings. He has also provided Cost Management and Quantity Surveying services for a wide range of project types and values.

Lee has worked in most GCC countries on government and private-sector projects with a value of up to $3 billion, including dredging/land reclamation, infrastructure roads and networks, residential, offices, hotels, retail malls, sports stadia, airport engineering, hospitals, education, and conference centres.

He has considerable experience in most FIDIC and JCT-based contracts and forms, including EPC/Design & Build, Target Cost, and Management contracts, as well as complex bespoke forms, in a variety of jurisdictions.

Prior to joining peter evans partnership as a Director in 2013, Lee held the following positions in the UAE: Director of global practice Navigant Consulting; Managing Director of Blair Anderson Construction Consultants; and Senior Quantity Surveyor with Currie and Brown. In the early stages of his career, Lee gained valuable experience in the UK with Faithful & Gould (now WS Atkins), Nigel Rose and Partners, and McBains Cooper.

Peter Evans

Peter Evans

Following 10 years spent in Dubai and Eastern Europe as a Director of Cost and Project Managers for Davis Langdon (now AECOM), Peter decided in August 2009 to establish his own claims and dispute resolution practice under the name of peter evans partnership.

Peter's vast experience of the Middle East construction industry is gleaned from a 40-year career spent living and working in the UAE, Lebanon, Oman, Saudi Arabia, Kuwait and Egypt.

Before taking up his role with Davis Langdon, Peter was Principal of UK-based Quantity Surveyors Evans Watson (1990-1999) and a Director for London property developers Rossmore Ltd (1986-1990).

From 1978 to 1986 Peter lived in Saudi Arabia where he ran his own practice of Quantity Surveyors, Evans Associates, which provided services on behalf of major contractors in tender preparation, risk analysis, and contract administration. Until 1978, Peter worked with international Quantity Surveyors DG Jones & Partners, based in Beirut and operating throughout the Middle East. He established the company offices in Muscat, Riyadh and London.

Paul Thornton

Paul Thornton

Paul Thornton has 15 years’ experience in the construction industry, much of this gained in the Middle East, with extensive engagement in programme management and project-controls systems and forensic delay analysis. Paul has also worked in a wide variety of scheduling and quality-related positions in Construction and Civil Engineering.

Paul has extensive experience in time-related claim management, researching, producing and reviewing claims in relation to time awards for project delivery. He has provided Expert Witness assistance on delay and disruption matters in various jurisdictions in the Middle East, as well as in the UK. Well-versed in developing and presenting seminars on programme-related topics, Paul has also been a guest lecturer at the American University of Dubai.

Paul is proficient with all major planning software and has developed programme-delay analysis software and automated analyses of project records to aid the presentation of clients’ cases. This detailed understanding and skills gleaned from this experience have made him into a first-class delay analyst and software specialist. His philosophy is to harness the complex and make it self-evident and simple for all to understand.

Paul joined the peter evans partnership in May 2015 as an Associate Director and head of the Forensic Delay and Programme Analysis division and in May 2016 Paul was promoted to the role of Director. He has a Master’s degree in Civil and Environmental Engineering from Imperial College, London, and is currently submitting his thesis for a second Master’s, this time in Construction Law and Dispute Resolution, from Kings College, London.

Before joining peter evans partnership, Paul was employed from October 2012 to April 2015 as a Senior Consultant with the FTI Consulting Group in Dubai, prior to which he worked as a Senior Delay Analyst for High Point Rendel International Consultants. He also worked in Senior Project Controls for Turner and Townsend Consultancy in Dubai and was Consultant Delay Analyst with Pickavance Consulting (now Hill International) in both London and the UAE. In the early part of his career he spent some years working for Edmund Nuttall, one of the UK’s largest Civil Engineering contracting companies.
